The sign is a five-pointed star with faceted beams, smaller faceted rags pass between them, resulting in a multi-beam composition.

A wreath of oak leaves is placed on the star, in the center of which is the figure of a Soviet soldier in summer field uniforms of that time and in a helmet. In his left hand, the warrior holds an assault rifle of the PPSh-41 type, and in his right hand - the shaft of the red flag, which is turned to the left, and has longitudinal grooves under the enamel, creating an imitation of folds, and in the canopy there is an image of a red five-pointed star, sickle and hammer located under it.
Turning to the right (west), the warrior with his right foot tramples the black imperial eagle of Nazi Germany.

Two lines to the right of the pole are dates: "1945-1970". The lower half of the wreath is covered with a red ribbon with the inscription: "25 years of victory in the 1941-1945 war." With the help of an eyelet and a ring, the sign is attached to a seven-sided flap, the upper and shoulder sides of which have segmental cutouts.
 Along the shield from above, to the right - down, to the left is the image of the St. George ribbon, on which a laurel branch is superimposed perpendicularly. All details of the sign are golden. Size 64x37. Fastening with a pin on the flap. The sign was made mainly at the Moscow plant "Pobeda" from aluminum. A small part of the edition was made from tombac.
